High-Wage / Low-Wage LMIA Work Permit
The most common LMIA stream โ divided into High-Wage and Low-Wage based on whether the offered wage meets or exceeds the provincial median hourly wage.
High-Wage Stream
For positions paying at or above the provincial median hourly wage. Employers must demonstrate recruitment efforts and submit a transition plan reducing reliance on foreign workers over time. Higher trust, lower scrutiny, but the wage bar is firm.
Low-Wage Stream
For positions paying below the provincial median wage. Subject to a 10โ20% cap on Temporary Foreign Workers per worksite (10% in retail/food services), with additional employer obligations:
- โ Mandatory private health insurance until provincial coverage begins
- โ Return airfare to the worker's home country
- โ Affordable housing assistance (in certain regions)
- โ Job-search assistance if employment ends
Recruitment Requirements
Both streams require minimum 4 weeks of recruitment using at least three methods, including Canada Job Bank. Recruitment must demonstrate that no qualified Canadian citizens or PRs were available.
